Background

MRND was the only legal party in Rwanda from 1975 to 1991. A more radical party within MRND was formed, called ==Coalition for the Defence of the Public (CDR)==, which later became a seperate party.

Habyarimana officially supported unity between Hutu and Tusti, but backgroundly he was promoting Hutu Extreminism.

Large international pressure was present for unity, while the RPF made many military success.

Cause

RPF’s force reached within 20km radius of Kigali, despite their apparant numerical disadvantage. If there were no support from French military force, the RPF would have taken Kigali and stop the genocide.

Effect and Consequence

Ceasefire was reached, and agreement was reached namely, including power sharing, integration of army, repatriation of refugees, etc.

The military success of RPF hardened the position of the Hutu Extremists in Rwanda, making the agreement viewed as a victory for Tusti’s RPF instead of a fair settlement from both sides, from Hutu extremists perspective.

The agreement failed to include perspective of CDR, which further hardened their position.

The agreement was only developed namely for Hutu side, as it would weaken the president’s power.
